You must have install the 7z of the language you want to add.
It doesn't yet exist for K-Meleon 1.5.*.
If you take example about a locale package for 1.5.3, you'll see that there is few folders which are concerned:
chrome, locales, defaults
In chrome

you must create the zh-CN.jar file. Search for a locale of Seamonkey (same version of geecko, obviously), and recreate the same paths before zipping it to create the jar file. Edit a manifest file, and save it as zh-CN.manifest
In defaults, it's essentially i10n.js, and if needed search.xml

in locales, 2 kinds of files:

exe and dll : replace strings with chines translkations in the strings and boxes
kml files, translate files (warning to the encoding : utf-8)
You can use 1.1.x files to help you to translate a great part of strings, but as 1.1.x kml files are ANSI encoded, warning when saving ...

Do you see others in language list of Preference panel ?
If yes, It's not normal, and I don't know how it's possible. It's probably due to a bugged version of KMES, which has created the folder locales\other ... delete it.
