coming up in a foreign language

Is there a place in K-Meleon to tell it to display pages in English? I am living in Romania, but I do all my net work in English. I have changed my laguage to English in my BIOS, in Google, and my blog page is coming up withh Romanian sprinkled all over it where it is not my English entries. It seems to assume Romanian is the preferred language because it is somehow picking up location. I went to help at Google and they say to change the language in my browser. Where is that?
This does not happen with IE, and it has an easily accessible language preference button. Can't find it in K-meleon

Try EDIT - PREFERENCES - GUI APPEARANCE - GENERAL.

Just in case the above may not help, there are some more language settings in
Edit > Configuration > Browser Configuration (or type about:config)
Filterword: locale
and filter: lang

In the latest version of K-meleon I don't know where it is, but you can edit config (about:config) and edit the preference intl.accept_languages and add you preferred langugages in order of preference, in my case es-es, es, en, but note that if the page is not in one of the selected languages, it will display in the default one.

For country codes you must search for them. There are several pages.
