Can you explain what is the benefit of having this ticked. Can't see any difference.

I think its for allowing certain dialogs to be resized, i.e., like the dialog for viewing certificates.

AFAIK it is also helpfull for when some webdesigner makes a popup and thinks you are not able to determine what size you like best yourself and thus disable that ability.
Ticking that box puts you back in charge.
