Menu Tools > Privacy > Permissions > Master Password.

or F2 > Privacy & Security > Crypt

There is nothing under Advanced Preferences/Privacy and Security, under either General, History, or Paranoia, that I can see that will allow me to set a master password.

Also, I can't seem to make K-Meleon remember passwords that I save after I restart.
