I wish to know if the K-Meleon project will allow a private label version of the browser for use in a specialized content environment. If it is feasible to do that, I wish to contact someone with the technical competence to create the private label browser.

AFAIK You are free to use it under these terms. As long as ppl displayed and stuck to this license (& did not pretend that it was their own work) nobody has ever complained.
No idea if any devs or competent users are interested to help.
