With Mozilla gearing up for another release this week, i have to ask: can we expect a new K-meleon based on it, or do you guys operate entirely on your own schedule?

I don't think you'll see a release of Mozilla before next week at the earliest. Mozilla usually spends about a week after they branch to do clean-up before the release. The posting at Mozillazine said they are shooting for a week from Friday for the release.
On our side, there have been releases timed with Mozilla. However, each release of Mozilla usually breaks code on our side so the developers have to go through and get everything all lined up with the Mozilla code. That takes time and right now, they may not have time to do that. Plus, there is quite a bit from the last release that needs to be reviewed and if necessary, fixed. That takes beta-testing, etc.
So, don't expect anything right away but it might be possible,
