I think that it means that a site which begins with https fails to provide something that should make it secure.

Froggy, this indicates that the page simply includes some low (68 bit I think) or non encrypted data, usually images, ads or links. I too occasionally experience this on shopping, survey or gov sites. Then when clicking a button sending data that should be secure, the lock and URL bar background change to fully secure (yellow.) I guess it always comes down to money or greed. I've gotten in the habit of using PayPal and checking out the site with http://www.bbb.org/us/bbb-online. Problem with this is a business can't become a BBB member til it's been in business for at least two years and some times a business just doesn't want to spend the money to become a member but sometimes non-member businesses will get listed if complaints have been reported.
In any case, if uncomfortable about it I'd leave it alone.
