W4M. You probably need XP SP3.
On a new system or after major changes:
You may have to grant extra writing rights to the profiles folder if You chose to have the portable setup while You do not have administrator privileges. And You must make sure that a new or updated security software allows it to start.
Another old Windows problem also may take effekt. You may have to install the msvcp100.dll and msvcr100.dll runtimes.

XP and newer need to istall the runtimes or make sure they are known by the system by other means. It is not sufficient to just drop them into the program folder. Like it was till Win2000.
The runtimes IMHO also ship with the .net 4 framework.
p.s. Many programs ship their own runtime instaler. If such a program is de-installed the runtimes are removed also, if no other program that was installed later uses them.
There is a counter in the installation gadget of Windows that counts down to zero before it permits removal. But sometimes this counter loses track.
