Try KernelEx (freeware). It supports as interface various Windows versions. The most important of them may be Windows 98 indeed, but NT 4.0 SP6 is also on the list (up to Vista). It's "guaranteed" for a limited amount of tested applications but in reality in works for many more, although without warranty; the user must try himself. I.e. KM 1.7 alpha works fine on W98 with KernelEx, although the last W98 compatible KM version is 1.5 officially, means without KernelEx (relatively, it's still an alpha, it's necessary to learn to live with its bugs, but these are not caused by the Windows version).
