I need to limit i.e. reduce the data rate for streaming when watching the video in the k-meleon browser or any other browser, VLC, or WMP etc.
This is so I dont exceed my monthly limit too soon since the videos stream just as well at lower speed.
I dont want to call the ISP to lower my data speed. I just want to reduce it myself.
You should give cFosSpeed (http://www.cfos.de/en/cfosspeed/cfosspeed.htm) a shot since it has the option you're asking for.
