I can't make any suggestions as to your main request, as it goes against my core software beliefs:
"The function, the whole function, and nothing but the function." While I can accommodate a download function in a browser, it makes more sense (to me) to employ a download manager built especially for the job, and which I would expect to have advanced features like auto-resume as well as the other features you mentioned. My current favourite is DLExpert, very ancient--v0.99 (20-12-2001)--but incredibly fast on *DSL, originally designed as an IE Helper Object.
And about as common these days as Unobtainium©.
