No plugins detected

I installed the Macromedia plugin in the plugin directory. But it isn't running. If i want to check the plugins with about:plugins an empty page is shown.

I use Win2000 with an non-admin account. Is that the problem?

Can you get Shockwave/Flash to run in other browsers besides K-Meleon?

I know that Shockwave has had some permission issues in Win2K.
