Odd behavior of Stop command

In KM75 I'm having trouble stopping sites from loading by pressing the default shortcut key, Escape, even repeatedly. In the browser\default\settings folder, accel.cfg has VK_ESCAPE = navStop, the context menu has ID_NAV_STOP, and the one on the main toolbar uses navStop. I can stop the loading from either the context menu or the toolbar button, but not via the shortcut key. I've tried both navStop and ID_NAV_STOP in the custom accel.cfg of my profile, but neither of them solve the problem. Besides, I shouldn't need to override the default, anyway.

What seems odd is that some sites will stop loading immediately using either navStop or ID_NAV_STOP for the shortcut key, but many sites don't comply. I thought scripts on the sites might be causing that, but the same problem exists with the JavaScript disabled. In any case, Escape always works in Firefox.
