Won't save the image but instead saves it as a *.htm file..................how do I fix this?
How are you saving the file? Are you just hitting Ctrl S or using Save Page As from the File menu? If so, you're saving not the image, but the HTML page on which the image appears.
Instead, try right-clicking the image and using Save Image As. Another way, from the same right-click menu, is to use View Image, so that you see the image itself separately from the web page. Then you can use Save As from the main menu or Ctrl S. The first procedure, however, is much easier.

It probably means that you don't have jpg open as page but html page with that picture only. These two could be indistinguishable visually.
Check you URLbar contents to be assured you have loaded single jpg not html.
Might be some sort of image protection. See if you can view the page with JavaScript turned off.

p.s. Probably site specific. Tries to prevent saving pic?
Try to switch JS off, after pic has loaded.
Try open site Document Resources pics.
Try save whole page and get pic from saved files.
...
Last resort: Use print button to make a screenshot, insert that in Irfan viewer or similar program, crop redundant elements and save screenshot to hdd.
