That is not important.
Google first checks your IP against their own IP databases (which isn't accurate at all, but depends on the user disclosure of information; remember this because no IP database is actually accurate) and depending on the result, it will route you to their local websites, in my case, to Google.es.
That is the first suspect. And it can go from just the local site, to the language.
Then it matters the language settings on the browser.
On K-Meleon you can go to Preferences > Page Display > Languages (tab)
And, believe me, it matters. In fact, Google doesn't show me the site in Spanish because of this, and I don't store cookies or anything else.
This is Google.es after setting Japanese as my preferred language with the setting above.

Might be with the setting above, but if Google decides to override it and set it based on you IP... then Google is dumb. Well, we already knew that, but you know...
As it happens with ANY BROWSER and not only K-meleon... might be the IP, or maybe a VPN, or an antivirus VPN (some pass al traffic through a proxy), etc.
