Same for me !
Even if BLOCKSITE lacks an important behavior : it blocks site access but not the corresponding blank layer...
Another workaround to block site would be appreciated !

At the moment, I am trying WEBWASHER Classic 3.4 (Freeware) and it seems to work just fine !
Download :
http://www.cyberguard.com/products/webwasher/webwasher_products/classic/download/wash34.exe
In Preferences > Proxy > Automatic proxy configuration URL, enter :
http://127.0.0.1:8080/proxyconf
