Does anyone know if there is a config tweak that will make new tabs open in the background?

It is possible to open a link in a background tab, but there is not a CommandID to open a new empty tab in the background. To open a link in a background tab, right click on the link and select that option from the menu.
If this is not all the info that you need, post more description of your requirements.

I think that he like read this in FAQ.
Also you can configure others related preferences in Preferences -> Browsing
in both tabs (General and Windows Diversion) you have some settings to this behavior.

Really all I need to do is have a key stroke to open a link in a new tab that does NOT switch focus to the new tab. For example, if you control click in firefox it opens the new tab but does not take you there. Opera does this with ctrl + shift + click (I think). That's all I'm trying to do.

Even simpler: Add to Edit>Configuration>Accelerators :
SHIFT LButton = ID_OPEN_LINK_IN_BACKGROUNDTAB
Then hold SHIFT while clicking link. The new page will open in it's own tab in the background.
The helpful folks at the forum taught me this several versions ago.
