The Gimp which is a good photo editing software that has custom brushes. Also is cross platform Windows/Linux
I am using
Photoshop You have to pay for this and it is the top dog. That doesn't mean its better its just been around longer, more refined. IT also has custom brushes and airbrushing effects. Plugins are available.
Then there is
Paint.net Which is a really, really good free program. Don't let the name full you it isn't an online program. I prefer it over Gimp. Its better to get to things in the Paint.net then it is in PHotoshop. Maybe thats because I used it a year before getting a used copy of Photoshop. You must install .net framework for it to work though. If Paint.net gets the custom brushes and airbrushing effects that are rumored I would go back to it in a heartbeat. A lot of plugins made by people at their forums.

They can be total a-holes at their forum. So don't start a thread titled "I need help" because the only answer you will get is you should have followed their "Forum Rules" list before asking anything. They throw up forum rules at everyone over every little thing its unbelievable.
