Builing KM with free compiler tools

I was wondering if it was possible to build KM with free compiler tools(I don't have MSVC++ and don't intend on getting it), and if you do could you tell me what they are. If I'm not mistaken you need MSVC++ to build Mozilla, but I was wondering if this same "problem" carried over to K-Meleon since it is Gecko based. IF KM can't be built with free tools can anyone tell me of an opensource brower that can, and it would be helpful if the browser is within two blocks of the area of decent(I don't really need on that is only compatible up to MSIE 2.0, although I would start there if it's the only place to start).
