I think this has been mentioned before, but it was a long time ago...
When you open a link such as site.com/page.htm#section4 in a new tab, it should take you directly to "section4" on the new page. Instead, it jumps to the end of the page. If you then click in the URL field and hit enter (or click the 'go' button if you actually bother letting it take up screenspace), it will jump to the proper anchor point.
