"reload image" option do not appear

if image is loaded successfully, the right click menu will display as followed:

"reload image" option appear.

but, if image is not loaded successfully, the right click menu will display as followed:
http://pan.baidu.com/s/1sjFvCBj
"reload image" option do not appear.
