Which browser and version do you use?
Which useragent string?
Google's recaptcha wants:
1) all Cookies allowed, from all sites
2) a faked useragent, containing for example a modern firefox string
3) since some days their scripts also want a html5-function called "messageChannel"
This function is contained since K-Meleon75, only disabled by default.
If you use KM75-KM76, open about:config and create this pref:
dom.messageChannel.enabled = true (Bool)
Or, as Hermes suggested with that link, update to KM-Goanna, the current newest KM-version.

IE 5.5... in Windows 2000...
Try a fake Win7?
Mozilla/5.0 (Windows NT 6.1; rv:52.0) Gecko/20100101 Firefox/52.0
And you forgot to mention which KM-version you're using??
This new "messageChannel" requirement only works in KM75 or newer.
On a side note, if you happen to run the PRO-version or another fork, or have installed yourself the multiswitcher addon, useragents can not be overidden globally, you have to disable that first.
PS: if someone is still using original Win2000, or Windows98SE (with KernelEx), the best chance today seems ancient Opera 12.02 or 12.xx. Tested this yesterday, was some hassle as usual, but it did succeed with reCaptcha. Also involved restarts of browser and network connection, to get another IP. The used UA was rather random, but just in case:
Mozilla/5.0 (Windows NT 6.1; rv:40.0) Gecko/20100101 Firefox/52.0

No idea, perhaps it can be reset, but your last couple of postings look like you do prefer the "Anonymous" name. Otherwise you'd write your username into the author field.

Trying to submit your browser as IE v.5 is not a good idea (today).

I use Windows 7 SP1
Also, there was no iE5 on Win7. Obvious discrepancy.

EDIT2:
No, no, no, in Opera 12.02 doesn't work either. It partially works. It loads, but not the challenge.

I have been trying to "sign-up" to this particular site..."msfn.org/board/register/..." now for the past few days on 2 different machines and I keep getting this message after entering all the requirements....."You did not not pass the security check, please try again"...NO bloody idea what the security check is...
----- (3 days later) ----
Going to check my Hosts file for that possibility...
(lol)..."fonts.googleapis.com" was the culprit blocking my attempts to sign up!!
