New windows often open up in unpredictable places. Sometimes they cascade, sometimes they don't. It generally happens after using multiple windows... when you switch to another window then open up a new window, that window often pops up around the upper left corner or in the center of the screen.
It's a weird bug, but would be nice if it were just as predictable as NS4 (or even IE) is.
