i would assume this has been reported before, as it seems a pretty substantial flaw, but here it is nonetheless.
Within a frameset the back button does not work, nor do javascript commands such as javascript:history.go(-1). The desired functionality (IMO at least) , and what seems to be the standard functionality as far as IE and NN are concerned, is for back to send the frame with the focus back one page.
ive noticed this happens in NS6 also, so it may be a mozilla problem
