I'm using the 0.65 beta.
When you go Ctrl-T and open a new, empty layer, the cursor should be positioned in the URL text field of the new layer. This is the most logical thing to do because normally, when a user opens a new tab, er.. layer, the next thing they will want to do is enter the URL that they want to go to. Having the cursor in the URL field when the new layer is opened improves usability since the user doesn't have to slow down and pick up the mouse to enter the URL.
Ctr-T --> Enter URL
is quicker than
Ctr-T --> use mouse to click on URL field --> Enter URL
