A plugin is a helper dll for browsers that support Netscape type browser plugins.
It helps the browser to handle content (a mimetype) that a browser can e.g. not show or play without a helper. It can be a plugin to play music....

The plugin wanted by the page that You link is for the MimeType:

application/pdf (portable document format, copyright by Adobe)

That application/pdf is shown for example by

http://plugindoc.mozdev.org/windows.html#Acrobat

another good application for pdf is foxit pdf reader http://www.foxitsoftware.com/

for more applications & plugins that handle pdf search google with "pdf readers".

Go to Help > About : plugins . It will show what plugins You have installed.
