Is there a compatability view option for older website or browser settings?

Short answer: No.
Long answer:
The HTML rendering engine of every browser out there is backward compatible by design. (Should as the HTML versions are upgrades to the markup).
There is only a little problem and is that for best rendering results, pages, not browsers, should indicate the !DOCTYPE tag descriptor (it isn't an HTML tag). Note I wrote should, not must. When it is missing it is considered just as html and renders the markup accordingly even if the tags are deprecated, newer, older or whatever.
Workaround:
You may be interested in the Tools menu > Privacy > Block images and Block page colors. Both will make pages look kinda as we look at them in the mid 1990s.
