Fixing the menubar is easy, just disable the Rebar plugin and you get a standard menubar. (which in Windows versions I use is fixed anyway).
For the toolbar and URL bar I agree, just a slight click to the left of the back button and the URL bar is gone for instance. The old behaviour windows applications used was much better and much less chance of an accidental move. One of many things M$ managed to screw up.
May I ask if this is actually a Microsoft control?
In all my experience, I've _never_ seen a bar that
does this -- ESPECIALLY in Windows itself.
Perhaps it's a delphi thing.
