Definitely looks like you don't have any toolbars.cfg in the skin folder? Please check it... And switch off the toolbars background. Perhaps there just went something wrong when you downloaded the new version? Try downloading again, and either use the 7z-version, or overwrite your current install with a new setup...

IMO the problem is that here are way too little people for testing and reporting, for comparing, with different systems.
