Before you can build K-Meleon you need to install all the required BuildTools and Download the source. To get the latest, development, version of the source you need to get it through CVS.

See the BuildTools page for a link to a rather dated document that at least contains this detail which has not been added to the KMeleonWiki yet, and for an editable local copy of that old doc which is, as of current, awaiting confirmation of compliance with the old version - and, of course, updating :-).
